We live in a diverse world; and at times paradoxical too. There is good and there is evil; there is justice and injustice; everything and its opposite go

side by side—and not necessarily in equilibrium. Sometimes the bad trumps over the good.

Accordingly, there are some cities in the world which are not at war but still very dangerous to live in. Cities in which the bad trumps over the good. Cities overflowing with danger and violence.

These 25 cities are located in the countries which are not at war. Yet, these cities have the highest rate of murder on the planet. Only those cities are included in the list which have a minimum of 300,000 residents.

Note: The high rate of murder in these cities does not mean that they are not safe for tourists and foreigners. While the locals remain the victim of the danger and violence, foreigners are mostly safe in these dangerous cities.

25. Vitória da Conquista, Brazil

Vitoria da Conquista is a commercial city in the state of Bahia, Brazil. The city has remained a home of violence since 2016 as it continues to fluctuate in the list of the ten most dangerous urban centers in Brazil. Vitoria da Conquista saw a significant drop of over 20 points from 70.3 murders in 2017 to 36.1 Murder Rate per 100K inhabitants in 2019. In spite of the improvement in the situation, the city is on 25th place of the cities with highest murder rates in the world.


24. Barquisimeto, Venezuela

It is shocking that world’s 4th most populated city, Barquisimeto, was also at number 4 in 2018 in the list of most dangerous not-at-war cities of the world. The figure of homicide from 2017 to 2019, were 8.2 per 100K to 48.2 murders in each 100K inhabitants respectively. While looking at the figures from 2014 it has been from 46 to 60 per 100K.


23. Ciudad Obregón, Mexico

Ciudad Obregon was added in the list for the first time in 2014 when murder rate of the city was 37.7 per 100k residents having the ranking of 31st most violent city on Earth; and 4th deadliest city in Mexico. Although murder rate dropped in 2015, which took it to the 50th place worldwide, 2019 witnessed increase in homicide rate by 49.1 per 100k as a result of violence created by drug cartel and related crimes.


22. Uruapan, Mexico

This beautiful city located amidst majestic mountains, Uruapan, has been recently added in this list made in 2013, after increase in transgression. The city observed continuation of murder and other crimes in 2019, notwithstanding strict security measures. Police personnel has been increase by the state governor, as a measure to stop the growth rate of homicide.


21. Baltimore, USA

Though the rate of murder dropped in Baltimore in 2019, the city remains on the 2nd place of the most dangerous not-at-war cities in the USA. According to a report published by Citizen Council, the city saw a slight decline in the rate of murders from the previous year. Still, Baltimore is ranked 23rd at the list of the most high-risk cities in the world.


20. Ciudad Juárez, Mexico

The city of Ciudad Juarez is located at the serene El Paso river. Still, the river’s serenity could never influence the situation there: In 2018 Juarez was #2 on the list, the city saw a sudden and equally disturbing rise in the rate of murders. The figures jumped from 56.2 murders per each 100,000 inhabitants three years back to 86 in 2018 to again 56.2. The city located at the border first debuted to the list in 2013 with 38 murders per each 100,000 inhabitants. Since 2015, it has remained there in the list—making it the third most violent city in Mexico.


19. Feira de Santana, Brazil

One of the most important commercial city of Brazil, Feira de Santana, has been occupying a place in the list for last 4 years. Being a commercial city, it is one of the hubs of drug trafficking and murder and related crimes. According to the annual report, there was rise in murder rate in 2018 as compare to 2017 when it was 58.8 per 100K. After that year, in 2019, the murder rate dropped back to 58.8 per 100K inhabitants.


18. Aracaju, Brazil

The next dangerous not-at-war city on the list is the popular coastal city of Aracaju in Brazil. It is the capital of the smallest state in the country viz. Sergipe. In the year 2019, the city saw 463 murders.

If we look at the history of Aracaju, the situation in 2018 was an improvement from the previous year’s figure of 58.9 murders on each 100,000 inhabitants. In 2016, the figure was one of the highest in Brazil when it elevated to 63 making it the third most dangerous urban center in Brazil. In 2019, the situation remains the same with a 58.9 killings per each 100K inhabitants.


17. San Salvador, El Salvador

Next is San Salvador, El Salvador. The part of the world is home to violence and crimes that have been rising lately.

In 2019, the city of San Salvador saw more than 900 inhabitants being killed as a result of violence and crime. There were over 59.1 murders in each 1000K residents. Thanks to the improving governance situation in the country, the homicide rate has been in decline since 2015 when it touched 109 murders per 100K inhabitants. It was the time when San Salvador had third highest number of murders in the whole world.


16. Kingston, Jamaica

Kingston, the capital city of Jamaica had a murder rate of 60 per 100k in year 2017 caused by locally organized crimes. In 2018, it observed a decrease in homicide rate to 54 residents per 100k ranking it at 19th from the 16th position as per the data gathered from the annual report. A year later, the city again saw a rise in the rate of homicides when it hovered well above 59 murders per 100,000 inhabitants.


15. Cape Town, South Africa

Despite being South Africa’s legislative capital, Cape Town has always been one of the most dangerous not-at-war cities since 2013. Five years back, it was among top 10 most violent cities throughout the world, occupying 9th position in the list. Murder rate for the same year was 65.5 in each 100K inhabitants.

After that, a decline in that rate had been observed for years 2016 and 2017. Two years later, the violence increased and took the figures to 62.3 murders per each 100,000 inhabitants.


14. Maceió, Brazil

This beautiful-looking coastal city, located in Alagoas state of Brazil, is ranked 5th in the list of the most dangerous not-at-war cities in the country.

Following the suit, the murder rate in Maceio dropped from 64 murders on each 100,000 inhabitants in 2017 to around 51 murders in 2018. The year after, it again rose to approximately 64 murders per each 100,000 inhabitants.

The most interesting thing about Maceio is that it was the center of violence and murders in Brazil in 2013 when the rate of murder per 100K inhabitants hovered above 80.  Keeping in mind those figures, the situation seems relatively better.


13. St. Louis, USA

St. Louis; a city which has always been in the list from the 1st year of report (2013) with a homicide rate of a disturbing 65.8 murders per 100K in 2019 remains one of the most violent cities  worldwide. Although Chicago is criticized the most for its criminal activities, despite the fact it is not in the list till now, St. Louis is the one which needs particular attention by those in government. Since last three years, the situation there remains worrying.


12. Ciudad Bolívar, Venezuela

As increase in violent crimes, the country is a step closer to becoming another of those states which lack efficient governance. Ciudad Bolívar appeared for the first time in this list in 2018 when it was labelled as the 7th most violent city on Earth. Moreover, the floods in past few years, which resulted in increased poverty, paved a myriad of ways for the crime to surge. In 2019, there was more than 260 murders in the river-port city.


11. Culiacán, Mexico

In 2014, it was at number 2compared to 2019 when its position was at 7th in the most dangerous not-at-war cities of the world. Though a decline in criminal activities was reported in 2018, the year 2019 came with more bloodshed as the rate of murders per each 100,000 inhabitants hovered above 70.


10. Belém, Brazil

Belém, an important city of the 2nd largest state of Brazil (by landmass), is also another of the country’s dangerous cities ranking at number 3—continuously for last 2 years. It was at number 2 of Brazil’s most dangerous not-at-war cities when murder rate of the city was 67.7 per 100K. In 2019, with more than 1,627 murders, the city was placed at the third rank of the cities with highest murder rates in Brazil (followed by Natal and Fortaleza). 


9. Ciudad Guayana, Venezuela

Ciudad Guayana, the city with second-highest murder rate in Venezuela, located near Orinoco River, is ranked at number 9 worldwide in the list of cities with highest rate of murder. In spite of the fact that there was a decline in murder rate in 2017 and 2018, there was no end to violence as it climbed back to above 80 murders per each 100,000 inhabitants in 2019. Located along a gushing river with a population of 823,722, the city of Ciudad Guayana remains a challenge for the Venezuelan government to resolve.    


8. Irapuato, Mexico

Irapuato had never been on the radar of international news until 2019 when it made it to the list of the most dangerous not-at-war cities. In that year, the city averaged more than 80 murders per each 100,000 inhabitants. By achieving this unusual and undesirable feat, the city which was once famous for its gardens was ranked at the 8th place of most dangerous not-at-war cities in Mexico. Thanks to the gangs there, there has been a surge in violence.


7. Ciudad Victoria, Mexico

Ciudad Victoria occupies is next on the list of 25 most dangerous not-at-war cities in the world. Located on the northeastern border of the country, Ciudad Victoria has seen a sharp rise in the number of murders in past few years. Special thanks to the Zeta and Gulf cartels, the city saw the killings of 314 inhabitants in 2019. This situation started to get out the hands in the year 2016: the murder rate skyrocketed to 85 killings per each 100,000 inhabitants. With a murder rate of over 83 per each 100,000 inhabitants, it looks like Ciudad Victorian gangs have taken it up to go back to 2016.


6. Fortaleza, Brazil

Sitting at 6th position for most dangerous not-at-war cities of Brazil, Fortaleza was fortunate enough to have seen decline in murder rate in 2017—but that did not change its ranking. This city, located in Ceará state, had the highest murder rate before that time. Though the crimes are in decline, Fortaleza remains 2nd and 7th most violent city in Brazil and on Earth respectively.


5. Tijuana, Mexico

In 2018, Tijuana was #1 on the list but this Mexican border located just 15 mere miles away from San Diego, Tijuana was reported to be the city with the highest murder rate in the world in 2018 but has since dropped to #5. Still, the bodies continue to add up, the situation worsens. In the year 2019, more than 2,800 inhabitants were killed. The year started with 3 murders exactly on the New Year’s. In just one year (from 2017 to 2018), the city’s murder rate jumped around 100 killings per each 100K residents to 138 murders in each 100K residents. 4. Natal, Brazil

The Rio Grande do Norte’s capital as well as largest city of Brazil, Natal, is the 4th most dangerous metropolis in the world leaving Fortaleza behind. Although there was a decrease in murder rate from 103 per 100K to 75 murders in each 100K from 2017 to 2018, the situation went back downward the year after. In 2019, the figures again passed the 100-mark.


3. Acapulco, Mexico

Acapulco is one of the tourist destinations of Mexico—yet, it has been either the deadliest or second deadliest city in Mexico since last 7 years. The port city on the western side of Mexico saw nearly 948 people being killed in local violence. Since the inception of the list (2013), the city has remained there while its figures fluctuated between 104-113 homicides per each 100K residents.


2. Caracas, Venezuela

With around 2,980 murders in 2019, the Caracas is undisputedly the most dangerous capital in the world. The city holds the record of sustaining this feat since 2013. Not only that, it was once crowned the highly violent city in the world too. Now, it occupies the 2nd place on that list.


1. Cancún – Los Cabos, Mexico

And now, the world’s most dangerous not-at-war city: Los Cabos. The famous city for tourism, located on the shores of the Caribbean, has appeared in the list of the most dangerous not-at-war cities of the world for the very first time. This city had seen a significant rise in murder rate in 2019, when the whole country was facing increase in Murder Rate due to criminal activities created by gang wars. In 2019 alone, more than 111 inhabitants were killed amongst each 100,000 inhabitants there.
